Like most of the rest of the U.S., Washington dearly loves royalty, but the capital, still remembering the romantic pomp and glitter attendant on last autumn's visit by Princess Elizabeth, wasn't quite ready to be enthusiastic about Queen Juliana of The Netherlands.
