A parade of workers and government employees, who had been given the afternoon off, wound its way through downtown Havana last week, now & then raising a polite shout: "Empréstito, si! [The loan, yes!]." They were signifying their well-organized approval of President Prío Socarrás' proposal to borrow up to $200 million from U.S. banks for public works and industrial development.
