AUSTRIA: Party Line

Russians, inveterate wire tappers at home, have taken their listening-in habits to Western Europe. "See that dial phone?" said a harassed official at the U.S. Legation in Vienna last week. "It's a direct outside line, but I can't get a single number on it the first time I dial. The second time I invariably get right through. The first dialing serves to alert a monitor. He then sees to it that I get good service while he listens in."
