The London Daily Express' visiting correspondent, William Barkley, a newcomer to the U.S. scene, shuddered publicly after his first look.
"What an incredible, easygoing place the Senate is!" he wrote. "As I stood in the lobby a boy in knickerbockers walked by with a carton of ice cream and a cardboard spoon.
"To my horror, he walked right on to the Senate floor and nobody stopped him. I was on the point of shouting when it was explained that a Senator had sent for the refreshment and was now consuming same at his desk."
