Army & Navy: You, Too, Can Become ...

Unlike the Army, which has given rank and responsibility to many an emergency officer, the U.S. Navy has kept a sharp line between its regulars and reservists. Last week it moved the line an inch or two. Solemnly it announced that reservists, retired officers and former enlisted men with temporary commissions could qualify for these jobs: flag secretary and flag lieutenant in commands afloat, and assistant staff officer in tactical duties.
