Because many a coal car will be carrying munitions this winter, Office of Production Management last week urged householders to buy coal now. Expecting a torrent of orders although prices are 50¢ a ton above last year, coal dealers began stocking up. But most domestic users could not follow suit. Reason: many home and apartment-house bins hold less than a whole winter's needs.
