THE CONGRESS: Lend-Lease No. 2

When President Roosevelt presents his second request for Lend-Lease funds some time in September, Congress will ask for a full accounting of the $7,000,000,000 already appropriated. So said Congressional leaders this week.

The new request will ask something over $5,500,000,000 more. Like the first, it will be a partial appropriation, for the President does not want to frighten Congress by demanding the whole added $12,000,000,000 he now thinks he may need.
