Both France and Germany have come to the conclusion that the Coal War is
going to be a long campaign, and the consolidation of their
respective positions is their only thought. The French, firm in their
determination to bring Germany to her knees, are reconciled to a
policy of " wait and see." The Germans, equally determined to play
their game, are strengthening their economic position.
