As Secretary of the Interior, Stewart Udall was never a man to think small. His last gesture before leaving office was to proclaim the addition of 7,500,000 acres to the National Parks System. That announcement proved to be premature when President Johnson turned down Udall's proposal and approved the allocation of a mere 384,500 acres. The public snub prompted the Secretary angrily to shout an offer of resignation to President Johnson over the telephone, an incident that Udall now greatly regrets.
