Vice President-elect Hubert Humphrey was in San Juan, along with Senator William Fulbright, Chairman of the Foreign Relations Committee. They were bidding goodbye to an old friend and welcoming a new one as the next Governor of Puerto Rico. Stepping down at last was Luis Muñoz Marin, 66, the island commonwealth's leader for the past 16 years.
