Despite all the discouraging news about the lagging Alliance for Progress, the U.S. could find a lift last week in the record of one relatively modest but highly successful program. In 1954, the U.S. started shipping surplus food stocks to Latin America for use in a free school-lunch program. So far, under the Food for Peace program, the U.S. has sent thousands of tons of surplus flour, cornmeal, edible oils, cheese, beans and powdered milk.
