New York's 25-member city council was badgered into an unprecedented special session this week because of the insistent door-pounding of a short (5 ft. 7½in.), scurrying radio-TV reporter who feels there is nothing wrong with electronic journalism that a lot of shoe-leather reporting cannot cure.
