Gradually, Francisco Franco's Spain has been emerging from the Nazi-Fascist doghouse in which it was locked at the end of World War II. In 1946 the U.N. passed a resolution that member states withdraw their ambassadors from Madrid, and that Spain be denied any affiliation with U.N. agencies.
