Scott McLeod, the State Department's chief of security, is a man of action. When Secretary of State John Foster Dulles asked his lieutenants to "act as forceful salesmen" in collecting contributions for the Washington Community Chest, Salesman McLeod reacted with characteristic forcefulness.
