A month ago, as part of its endless attempt to appear omniscient and everpresent, the tax enforcement division of the Federal Bureau of Internal Revenue sent out 30 agents to check up on Detroit prostitutes. In four weeks, the agents tracked down 50 women. Each was asked an embarrassing question: "Have you filed an income tax return?"
