In 13 years as a U.S. Representative, Republican Edwin Arthur Hall of Binghamton, N.Y. put his thumbprint on not one important piece of legislation, but worked his fingers to the bone doing 250,000 favors (by his count) for his constituents. He campaigned under a slogan of his own: "Hall for all means all for Hall."
