THE ALLIES: Palaver on the Eleventh Floor

In Washington this week, the Foreign Ministers of France and Britain will meet with the U.S. Secretary of State to ponder the state of the Western World. A "poor man's Bermuda" was what Washington wags called it, for this was a last-minute substitute for the conference of the Big Three leaders which was called off by the illness of Winston Churchill. The foreign secretaries will meet in less dramatic fashion in an air-conditioned room on the eleventh floor of the old State Department Annex.
