When they finished in the second division, it was a cinch that fireplug-shaped Manager Steve O'Neill would be looking for another job. He is. Last week the Tigers' millionaire owner, Walter O. Briggs Sr., surprised nearly everybody by signing up quiet, efficient Red Rolfe, 40, the old Yankees' onetime third-baseman. Rolfe, who is head of the Tigers' farm system, has never managed a ball club before.
