One of the standbys of conservative Punch, English crypto-humorous weekly, is A. P. Herbert, author and Independent M.P. who usually votes Conservative. In Parliament and Punch he has good-humoredly scolded his countrymen for bureaucratic gobbledygook, antiquated divorce and drinking laws.
