Russia staggered the already wobbly United Nations Relief & Rehabilitation Administration last week with a request for $700 million worth of unspecified relief commodities.
Until now UNRRA has had plenty of money but has been short on supplies (TIME, July 23). But meeting the Russian request, plus a whopping $945 million order for China, would kick UNRRA's 1945 budget skyhigh.
UNRRA's prospective bankruptcy would be put up to UNRRA's council in London next week.
