Balding, genial Frank Walker, chair man of the Democratic National Commit tee, last week returned to Washington from a month's political tour of the U.S., stuck his tongue in his well-rounded pink cheek.

What he would like to see in 1944, said Frank Walker mildly, steering the talk away from coarse hints of a Fourth Term, is conventions held quite late, and campaigns starting as late as September or October. The whole Presidential race, said he, should be conducted on a very high plane.
