Requisitioning to OPM

Instead of appointing a new agency to handle his new power of requisitioning private property for defense (TIME, Oct. 27), President Roosevelt last week delegated the power to OPM. Six other defense agencies—Treasury, War, Navy, Agriculture, Maritime Commission and Economic Defense Board—can now initiate requisitioning. But OPM must approve all their moves. In cases of dispute over scarce materials OPM will play umpire, decide which agency needs them most.
