Heading up the honorary pallbearers last week at the funeral of Soviet Marshal Fedor Ivanovich Tolbukhin (see MILESTONES) was a figure that had been out of public sight for five months. Vyacheslav Molotov, variously rumored to be ill, busy at a secret job or out of favor, was obviously still No. 2 man in the U.S.S.R. With Stalin absent he had the place of honor among the mourners. Close by him was pudgy Georgi Malenkov, confirming by his position that in the U.S.S.R. hierarchy he had risen to No. 3.
