Under the Republican Party's policy (established in the 1940 convention) of rewarding or punishing states according to their ability to go Republican, 30 states and Hawaii last week won "bonuses." The reward: a total of 74 more delegates to the 1944 convention.* Only five states lost convention strength for election defeats.

Deepest cut was in the delegation from South Carolina, where the party is not even on the ballot (from ten to four).

*Three weeks ago, Democrats gave 38 states a two-delegate bonus each for voting Democratic in 1940.
