Manhattan, dimmed out for the duration, blacked out completely one night last week, for a 20-minute test period. From across the East River, under Brooklyn Bridge, Manhattan's 205,000 acres looked like a deserted city (see cut). But viewed from above, the city seemed to have vanished between its two starlit rivers.
