Did anyone want a job that paid $30,000 a year, tax free? Last week the World Bank was still shopping around for someone to take the place of retiring President Eugene Meyer. The job was offered to Graham Towers, governor of the Bank of Canada. He turned it down. At one time or another, the job has been turned down by Navy Secretary James V. Forrestal, Assistant Secretary of State William L. Clayton, former Budget Director Lewis Douglas.
