The flow of Southern oratory which had stopped all Senate business since Jan. 17 ended by drowning all opposition. New Mexico's Senator Dennis Chavez, who had tried to force a vote on establishing a permanent Fair Employment Practices Commission, finally gave up. The 24-day filibuster triumphantly ended, the highest legislative chamber in the land was free to function once again.
