The recent rash of big ideas among heads of Central American states (see below) last week broke out in Nicaragua. Jeronimo Ramirez Brown, Minister of the Interior, announced that employers will be fined if they fail to give employes at least two hours for lunch or fail to provide chairs on which idle employes can sit.
