The Navy Department ruled last week that young ensigns just out of the U. S. Naval Academy should not be "bothered with brides and babies." Revived was an order revoked in 1912 forbidding marriage of ensigns until they have had two years at sea. But this year's graduates may marry: the Department made the. ruling effective in 1933 so that any third-year midshipman with his mind now on marriage has a full year to change it.
