Foreign News: Germany Divided?

London reported preliminary U.S.-British-Russian agreement on a basic plan for postwar Germany. Its prime elements: 1) no civil rule for a long time to come; 2) military rule by the British and U.S. in territory occupied by their forces; 3) military rule by the Russians in territory occupied by the Red Army.
