National Affairs: Bonus by Ballot

A federal bonus for the 13,500,000 veterans of World War II was still in the future, but three states last week turned their gratitude into gratuities. Carried handily in the election were bonus propositions in:

¶ Illinois, where veterans will get $10 for each month of home service, $15 for overseas; average payment $400; total, $385 million.

¶ Michigan, same benefits but with a $500 maximum; total, $270 million. ¶ Rhode Island, $200 per man, total $19½ million. (The state set aside another half million to give the same benefit to merchant mariners.)

Bonuses had previously been voted in Massachusetts and New Hampshire...
