At the San Francisco conference, 75-year-old Jan Christian Smuts, representing the Union of South Africa, was cautiously hopeful. But last week the British Commonwealth's greatest internationalist said:

"It would be wiser to put some of our good intentions into cold storage and wait for more favorable circumstance. I wonder if we are not attempting too much at present. I would advise patience—go slow. A little later it might be possible to solve these questions to a larger extent, if not completely. There is a temper in the world today which makes the solution of these questions almost impossible."
