In most schools, bland, rawboned Frank P. Nagel, 53, would be known as the janitor. But in Hadley Technical High School, St. Louis, by virtue of a resolution of the school board, he has been known as a custodian. Last week the citizens of St. Louis made Janitor Nagel another kind of custodian: he was elected a member of the city board of education.
