FOREIGN RELATIONS: Victory in Spain

The U.S. has won a substantial diplomatic victory over Spain. The State Department has wrested from fat Francisco Franco everything it had asked for:

> A Spanish embargo on exports of wolfram, the toughening agent for armor-piercing steel, which Spain has been liberally supplying to Germany.

>Expulsion of all Nazi agents and consular officials from Tangiers.

>Release to the Allies of all but two of the 13 Italian merchant ships held in Spanish harbors.

> Dissolution of the Spanish "Blue Division" fighting on the Russian front.
