"Bona fide Santa Clauses shall be construed to be only such persons as wear a red robe, white whiskers, and other well-recognized accoutrements befitting their station in life, and provided that they have a kindly and jovial disposition and use their high office of juvenile trust to spread the Christmas spirit" and shall be exempt from the wage-freezing Executive Order of Oct. 3, 1942.—WLB order of Dec. 4, 1942.
