In Manhattan, Wendell Willkie told a dinner meeting that the Navy's rule excluding Negroes from the service except as messmen is "an injustice which makes a mockery of all our fine words."

In Washington, the Office for Emergency Management announced that Local 68 of the A. F. of L.'s International Association of Machinists will now let Negroes work in San Francisco defense industries.
