Definitely Confused

Sirs:

I note Mr. Andrews is scratching behind his ear. I have worn my finger down to a nub about this goddam Fair ? ? ? wages bill. I want to know ? Does it apply to my business. After reading volumes and listening to hundreds of opinions, I am still definitely confused. I manufacture upholstered chairs. I have ceased shipping interState.
