RUSSIA: Butt Stalin

Joseph Stalin, chairman of the drafters of Russia's new Constitution (TIME, June 15). became the butt of Soviet mirth last week. Reason: the Constitution was discovered to have been so drafted that it gives the vote only to persons in the 18th year of their age.

Presses now turning out 15,000,000 copies of the Soviet charter, which will not be adopted until next November, were at once halted and the Constitution so amended as to give the vote to Russians aged "from 18 upwards."
