Into the postwar debate this week plunged the C.I.O. United Auto Workers, with a program calculated to give conservatives the creeps. Some controversial points:

> Full representation for labor in negotiating the peace.

> A 30-hour work week without reduction of pay.

> Establishment of minimum labor standards throughout the world.

> Attempts to raise living standards all over the world.

> Government ownership of war plants and monopolistic industries.

> "Reasonable" ceilings on profits and incomes.
