Occasion: meeting of the general council of the International Federation of Trade Unions (Iftu). Issue at stake; proposed merger of the 22,500,000 Russian trade unionists with the 17,000,000 Iftu members (mostly from democratic countries), which would give the U. S. S. R. the loudest voice in International Labor.
