As Soviet water transport is not going well, Water Transport Commissar
Nikolai Pakhomov was ousted last week and his commissariat turned over
to Secret Political Police Chief Nikolai Yezhov, who is very close to
Dictator Stalin. Since most of Russia's new canals have been dug by
forced labor under Yezhov, he is the logical choice.
