The House:

¶ Voted to send the Black-Connery Wages & Hours Bill back to the Labor Committee for further study and revision, in effect killing it (see below).

¶ Completed a petition calling for consideration of the Ludlow Anti-War referendum.

¶ Passed, 324-to-23, without notable amendment, a bill embodying the President's plan to amend the National Housing Act (TIME, Dec. 6).
