Last week, for a change, Scotland provided British music halls with a joke on itself. In the House of Commons, Scottish M. P.'s were discussing a Spirits Bill for Scotland. Before them came an expert on Scottish peculiarities who revealed that, by mixing milk with cheap Eau de Cologne, a potent potion can be made for next to nothing. Added the expert: "This drink is a common one in Scotland. . . . Four gallons would do the trick on a whole football crowd." The Scottish M. P.'s, blushing for the fair...
