By automobile, boat, blimp, bombing plane, autogiro and snowshoe, agents of the Bureau of Biological Survey, game wardens, State police, collegians and private volunteers have for months been quietly scouting lakes, ponds, marshes and ocean inlets from Canada to Mexico.
