Originally declared winner by 550 votes of a New Hampshire seat in the U. S. House last month was Arthur B. Jenks, Republican. His Democratic opponent, Alphonse Roy, demanded a recount, result of which was announced last fortnight as the first Congressional tie in 110 years: 51,679-to-51,679 (TIME, Dec. 7). Last week the State Ballot Law Commission spent eleven hours examining contested ballots, declared Democrat Roy the winner by 17 votes. Prospective Republican membership in the 75th House was thus whittled from a minuscule 89 to a more minuscule 88.
