BOLIVIA: Irritating Inequality

The bloody, exhausting, three-year Gran Chaco War ended eleven months ago. The victorious Paraguayan officers led by War Hero Colonel Rafael Franco seized the Paraguayan Government last February (TIME, March 2). Last week the losing Bolivian officers, led by Lieut. Colonel German Busch, seized the Bolivian Government in La Paz without firing a shot, kicked out the Army stooge they had put in six months before the War ended, pacific, beet-nosed President José Luis Tejada Sorzana.
