Animals: Duck Plan

A $25,000,000 plan to furnish migratory birds feeding grounds and sanctuaries received approval "in principle" from the International Association of Fish, Game & Conservation Commissioners meeting at Hot Springs, Ark. last week. President Seth Gordon of the American Game Association suggested that the U. S. sell special $5,000,000 bond issues during each of five successive years. The U. S. would reimburse itself by selling through postoffices $1 Federal licenses to hunt ducks and other migratory birds.
