For six months the vice governorship of the Philippines has been a black-starred appointment on the White House job calendar. President Hoover first selected Nicholas Roosevelt, New York Times editorial writer. Filipino Politicos went into a frenzy of protest against him, on the ground that he had written hostile things about them.
