President Patrick Edward Crowley of the New York Central R.R. last week asked permission of the Interstate Commerce Commission to become a director of the Wheeling & Lake Erie R.R., in which his company recently bought a one-sixth interest, and of four W.&L.E. subsidiaries. Under the law, which aims to prevent the nefarious interlocking of railroad directorates, he was required to submit to the I.C.C. the names of railroads in which he already is a director.
