When Franklin Roosevelt took office he was deliberately backward about naming deserving Democrats to office. Instead, he dangled appointments before Congress like clover before a mule, easily guided legislators along the road he chose. After a time when they began to bray in protest, he allowed them to nibble his succulent provender. The New Deal has now created some 70,000 Federal jobs outside the Civil Service and cries of "too much patronage" are now rising louder & louder. But hungry Congressmen remain unsatisfied.
